Nine gigawatts of power projects are moving east of Austin.
American Trades Index identified 25 generation and storage projects representing 9,007 megawatts across Caldwell and Bastrop counties. The project mix includes combined-cycle gas, peakers, reciprocating engines, solar and battery storage.
Only two projects totaling 99 megawatts are already complete.
The other 23 projects, representing 8,908 megawatts, carry completion dates from 2027 through 2033. Fourteen of them, totaling 4,016 megawatts, are scheduled to complete from 2027 through 2029.
Data-center developers are moving into the same corridor.
The Central Texas Data Center Tracker lists four Caldwell County campuses with 5,546 megawatts of proposed capacity. In Bastrop County, EdgeConneX has filed plans for two $700 million facilities on a 180-acre site, with construction scheduled from 2026 through 2029.
The existing electrical license base has not moved at the same scale.
ATI's September 17 county snapshot counted 20,838 electrical license records across the five-county Austin–Round Rock–San Marcos metro. Caldwell and Bastrop accounted for 2,185, or 10.5%.
The other 89.5% was based in Hays, Travis and Williamson counties.
That does not mean projects must hire inside the counties where they are built. It means the new infrastructure corridor will depend on labor, contractors and suppliers moving into it.
Two investment maps are converging
ATI's power-project map and the public data-center map were built from different records. They now point to the same part of Central Texas.
The 9,007-megawatt power total comes from ATI's project graph. It covers 25 generation and storage projects in Caldwell and Bastrop.
The 5,546-megawatt data-center total comes from four Caldwell County projects in the Central Texas Data Center Tracker:

Bastrop adds another layer. EdgeConneX filed plans for two $700 million facilities on a 180-acre site near Cedar Creek, with construction scheduled from 2026 through 2029. The company was already developing another data center in the county as part of a broader campus plan.
This analysis does not claim that any specific power project caused a data center to select its site. It shows generation, storage and large digital infrastructure concentrating in the same east-of-Austin corridor.
The workforce is regional
County lines do not contain construction labor.
An electrician based in Travis County can work in Bastrop. A Williamson County contractor can mobilize a crew into Caldwell. Large contractors can bring travelers from Dallas, Houston, San Antonio or outside Texas.
That movement is not a rebuttal to the finding. It is the finding.
Caldwell and Bastrop hold 10.5% of the metro's electrical license records. Projects in those counties will be staffed from a much larger labor shed. Mobilization distance, travel pay, supervision and schedule overlap therefore matter more than the number printed beside a single county.
The local credential mix also requires care. Caldwell is not unusually apprentice-heavy. Apprentices represent 61.9% of its electrical license records, compared with about 71% metro-wide. The issue is the scale and location of the project pipeline, not evidence that Caldwell alone lacks senior credentials.
The opportunity is moving labor, not finding it locally
The market opening is not limited to contractors already based in Caldwell or Bastrop.
It belongs to companies that can operate across the labor shed.
Electrical contractors: Establish east-side crew capacity before schedules overlap. The advantage is a repeatable system for moving supervisors, apprentices, equipment and per diem into the corridor.
Staffing firms: Build a live map of commute tolerance, travel availability and credential level across Central Texas. A county resident count is less valuable than knowing who will report to a Caldwell or Bastrop site at 6 a.m.
Distributors and manufacturer representatives: Revisit territory coverage, delivery routes and inventory placement along SH 130, SH 71 and the roads connecting Austin to Cedar Creek, Lockhart, Uhland and Maxwell.
Developers and EPCs: Price labor from the regional project queue, not from a county headcount. The risk changes when multiple campuses need the same trades during the same phase.
Training programs: Tie apprentice placement to contractors that can provide work across the corridor. The opportunity is progression through real projects, not training in isolation.
The construction wave is already visible
Megawatts are not workers. A project announcement is not a hiring forecast. The 9,007 megawatts of generation and storage capacity cannot be added to 5,546 megawatts of proposed data-center load as if they were the same measure.
The decisive variable is concurrency, and ATI can already see the first wave:

Fourteen projects representing 4,016 megawatts are scheduled to complete between 2027 and 2029. That period overlaps the reported construction window for EdgeConneX's two Bastrop data centers, which runs from 2026 through March 2029.
Completion dates do not reveal the exact month when every project reaches peak electrical work. They do show that concurrency is no longer an abstract risk. Multiple large projects will be moving through construction during the same three-year period.
That is when recruiting radii widen, travel costs rise and senior supervision becomes more valuable.
ATI is watching five signals:
Projects moving from planning or review into construction. Changes in expected construction and energization dates. New, renewed and relocated electrical licenses in the five-county metro. Growth in journeyman, master and contractor credentials. Overlap between electrical buildout phases across the corridor.
Public reporting shows individual projects. ATI shows how those projects collide with the workforce already on the ground.
The next Central Texas infrastructure market is forming east of Austin. Capital has mapped the corridor. The labor system is only beginning to follow it.
