New York licenses plumbing municipally rather than at the state level. ATI holds a licensed plumbing count for 15 of New York's 62 counties , and Onondaga is not one of them. The honest answer is that local supply here is unknown.
That distinction matters more than it sounds. A map that treats a missing count as a zero would show the most important construction project in the country sitting in a county with no plumbers at all, and would invent a workforce collapse that nobody has evidence for. The Index refuses to do that: every trade carries a verdict — observed, not licensed by the state, or not published — and only observed figures are ever compared against demand.
What can be said
The demand side is solid, because it does not depend on the register. Onondaga County has 69 announced projects with a disclosed cost totalling 03 billion . Micron's own build phases across 2022 to 2025, and within its commuting shed the projects competing for the same electrical and sheet-metal crews include solar and wind builds in Cortland and Madison counties, 28 to 29 miles out.
What ATI can say is what is being built, which trades it needs, when, and who else is bidding for those same workers. What it cannot say — and will not pretend to — is how many licensed plumbers live within an hour of Syracuse.
A coverage gap is not a shortage. Reporting it as one is how a data source loses the right to be cited.
