Arizona does not license boiler operators or stationary engineers, a conclusion that rests on official absence: the Arizona Boiler Act at ARS Title 23, Chapter 2, Article 11, which is the state's complete boiler statute, runs from section 23-471 to section 23-488 and contains sections only on administration, inspection, standards, special inspectors and enforcement, with no operator licensing provision. Boilers in Arizona are regulated by the Division of Occupational Safety and Health of the Industrial Commission of Arizona, which certifies special inspectors and requires certificate inspections of the vessels themselves.
Arizona issues no boiler operator license, so there are no state license levels. What applies instead is set out below.
| Requirements | Arizona sets no operator experience, examination or age requirement because it issues no boiler operator or stationary engineer credential. The Arizona Boiler Act defines operator as any individual or type of organization, including the state and its political subdivisions, that has title to or controls, or has the duty to control, the operation of one or more boilers, pressure vessels or lined hot water heaters, so the term describes the responsible entity rather than a trade. ARS 23-473 places on that owner and operator the duty to furnish, maintain and provide safe and adequate boilers, pressure vessels or lined hot water heaters and to comply with all standards and regulations issued under the article. The one individual credential in the Act is for inspectors: ARS 23-475 directs the division to certify special inspectors as provided in ARS 23-485, and ARS 23-485 requires an inspector to hold a current commission issued by the National Board of Boiler and Pressure Vessel Inspectors before receiving a special inspector certificate and to be employed full time by the company whose boilers, pressure vessels or lined hot water heaters are being inspected. ARS 23-475 also provides that beginning on July 1, 2017 the division may not inspect boilers, pressure vessels and lined hot water heaters itself. |
| Reciprocity | Not applicable, Arizona does not license boiler operators as individuals, so there is no credential to reciprocate. The Industrial Commission of Arizona's boiler safety FAQ states that there is currently no state requirement in Arizona to have a licence to operate a boiler, and the ADOSH Boiler Safety Section's programme is equipment-oriented, with certificates attaching to the boiler rather than to a person. A 'qualified attendant' staffing rule exists at A.A.C. R20-5-417(D) but it is a staffing standard, not a personal licence. |
