California does not license boiler operators or stationary engineers at the state level, and that conclusion rests partly on official absence: no board, bureau or program on the Department of Consumer Affairs list of licensing entities covers boiler operators or stationary engineers, and Cal/OSHA's own Boiler and Fired Pressure Vessel Safety Orders in Title 8, Subchapter 2 contain no operator licensing section. Cal/OSHA's Pressure Vessel Unit inspects boilers and issues a permit to operate for the equipment itself, while contractors who install or service boilers need a C-4 license from the Contractors State License Board.
California issues no boiler operator license, so there are no state license levels. What applies instead is set out below.
| Requirements | California sets no operator experience, examination or age requirement because it issues no boiler operator or stationary engineer credential. The Pressure Vessel Unit regulates the equipment: under Labor Code sections 7620 to 7771 it inspects boilers, meaning any fired or unfired pressure vessel used to generate steam pressure by the application of heat, and tanks, and it issues permits to operate for air tanks over 1.5 cubic feet capacity, LP gas storage tanks over 125 gallons water capacity and power boilers operating at steam pressures above 15 psig. California Code of Regulations Title 8 section 344.2 charges a $45.00 fee to cover the cost of processing each permit to operate, and the division issues the permit on receipt of that fee and the inspection report required by Labor Code section 7654 finding the vessel in a safe condition for operation. Permit inspections may be performed by a Cal/OSHA Pressure Vessel Unit inspector or by a qualified inspector employed by an insurance company. The Boiler and Fired Pressure Vessel Safety Orders in Title 8, Subchapter 2 run from section 750 to section 797, and their Article 6, Operation, at sections 780 to 782, sets safe practice rules rather than any operator licensing requirement. Contractors who install or service boilers do need a state license: the Contractors State License Board classification C-4, Boiler, Hot Water Heating and Steam Fitting Contractor, covers a contractor who installs, services and repairs power boiler installations, hot water heating systems and steam fitting, and CSLB requires an applicant to take and pass two examinations, law and business and the trade examination. |
| Reciprocity | Not applicable, California does not license individual boiler operators or stationary engineers, so there is no credential to reciprocate. Under Labor Code §§ 7650-7655 the state certifies boiler INSPECTORS through a Certificate of Competency, a different role, and separately permits boiler equipment; the chapter contains no operator credential and no reciprocity clause, and the Certificate of Competency application (Form 654) is expressly an inspector application. The Division of Occupational Safety and Health's Pressure Vessel Unit materials address equipment permits only. Note that some California cities, Los Angeles among them, run their own municipal stationary engineer licensing outside the state framework. |
| Renewal | There is no operator license to renew. Title 8 section 344.2 provides that a permit to operate is issued on receipt of the $45.00 processing fee together with an inspection report finding the vessel safe for operation, and that a person who fails to pay the fee within 60 days of the date on the fees invoice owes a penalty fee equal to 100 percent of the fee. |
