| Requirements | HAWAII DOES NOT APPEAR TO REQUIRE A STATEWIDE BOILER OPERATOR OR STATIONARY ENGINEER LICENCE. This is the position in a substantial number of states: Illinois is the clearest documented example, where stationary engineers do not need a state licence but may need one to work in some CITIES. Confirm the current position with the state's boiler safety or labour division, and then with the city, the municipal layer is where the requirement usually sits. HOW THESE PROGRAMMES WORK, WHEREVER THEY EXIST. Licensing is graded by the size and pressure of the plant, commonly Chief Engineer, First, Second and Third Class, or an equivalent ladder, and the grade required follows the equipment rather than the job title. Typical eligibility is: at least 18 years of age, a residency period in the state or locality, a stated period of supervised operating experience for the grade sought, and a written examination. THE THRESHOLDS ARE WHAT DECIDE WHETHER A LICENCE IS NEEDED AT ALL. Boiler licensing is usually triggered by pressure and horsepower, Maryland, for example, licenses where a boiler exceeds 15 PSI and 30 horsepower, or where a hot water boiler exceeds 160 PSIG or 250°F. Plant below the threshold frequently needs no licensed operator. Establish the equipment's actual ratings before pursuing a licence. SEPARATELY FROM THE OPERATOR, THE BOILER ITSELF IS REGULATED. Nearly every state inspects boilers and pressure vessels under the ASME Boiler and Pressure Vessel Code and the National Board Inspection Code, and requires a certificate of operation. That inspection regime exists even where the operator is unlicensed, and it is a separate obligation on the owner. SO IN HAWAII THE PRACTICAL SEQUENCE IS: check the municipality first, because that is where an operator licence is most likely to be required; and check the state boiler inspection programme second, because the plant needs its certificate of operation regardless of who runs it. |
| Reciprocity | Reciprocity between stationary engineer programmes is uncommon and, where it exists, is usually limited to neighbouring states with comparable grade structures. An operator moving between states should expect to document supervised operating hours and sit the local examination for the grade sought. |
