Maine requires anyone who plans or installs a fire sprinkler system, or any part of one, to be licensed as a fire sprinkler system contractor by the Office of the State Fire Marshal, and every contractor must retain at least one certified Responsible Managing Supervisor holding NICET Level III in automatic sprinkler system layout or a Maine professional engineer license with 5 years of fire protection experience. A separate sprinkler permit is required from the office for each job before installation may begin.
| Requirements | The Office of the State Fire Marshal states that any person who undertakes planning or installation of a fire sprinkler system, or any part of the system, within the State must be licensed as a fire sprinkler system contractor, that persons reviewing and approving plans must be certified, and that inspectors must be registered. Title 32 Section 1375 provides that the commissioner issues a fire sprinkler system contractor license to any person who retains, either by employment or contract, at least one certified responsible managing supervisor. A responsible managing supervisor must be certified by the National Institute for the Certification in Engineering Technologies at Level III for fire protection automatic sprinkler systems layout, or be licensed by the State as a professional engineer with 5 years of experience in fire protection, mechanical, piping or related engineering fields (a third pathway applied only to applications filed before July 1, 1995). The commissioner issues an inspection technician registration to any person who demonstrates an understanding of fire sprinkler system planning, installation and maintenance sufficient to determine whether a fire sprinkler system is in proper operating condition. The Fire Marshal's licensing page describes the Contractor endorsement as covering installation, the Responsible Managing Supervisor endorsement as covering design and sign-off that installations were built as designed and permitted, and the Fire Sprinkler Inspector endorsement as covering inspection, testing and maintenance, and states that inspector applicants show a NICET II or other nationally recognized standard achieved in the area of fire sprinkler inspection, or some other proof of training or qualification. A fire sprinkler permit or preliminary permission is required from the office for each job before installation is allowed, and inspection reports must include the inspector's license number. |
| Reciprocity | 32 M.R.S. § 1375 and the Office of the State Fire Marshal's licences page contain no reciprocity, endorsement or out-of-state credential recognition language. What Maine publishes instead is a national-certification route in place of a state examination for the Responsible Managing Supervisor certificate: § 1375 provides that the commissioner shall issue a responsible managing supervisor certificate to any person who is certified by the National Institute for Certification in Engineering Technologies at Level III for fire protection automatic sprinkler systems layout, so NICET Level III alone qualifies with no separate Maine examination. The same section also provides an alternate professional-engineer-plus-five-years path and a legacy pre-1995 grandfather path. |
