| Requirements | SOUTH DAKOTA ISSUES NO STATE HVAC LICENCE. The Department of Labor and Regulation's occupational licensing agencies include an ELECTRICAL COMMISSION and a PLUMBING COMMISSION, both of which license their trades statewide, but there is no HVAC or mechanical commission among them. This is verification by absence against the state's own published list of licensing bodies. WHAT ACTUALLY APPLIES TO AN HVAC TECHNICIAN HERE. First, the municipality or county: permitted mechanical work generally requires a permit and inspection, and larger jurisdictions may require the contractor to be registered or licensed locally. Second, and this one is federal and applies in every state: EPA SECTION 608 TECHNICIAN CERTIFICATION is required to purchase or handle regulated refrigerants, Type I for small appliances, Type II high-pressure, Type III low-pressure, or Universal, and it does not expire. THIRD, THE CROSS-TRADE POINT, which is where technicians actually get caught. Work that touches electrical wiring or potable water and drainage piping can fall under trades this state DOES license, and those licences are real and enforced. The boundary is decided by the work, not by the job title on a business card. IN SOUTH DAKOTA SPECIFICALLY, both adjacent trades ARE state-licensed and enforced: electricians need four years and 8,000 hours as a licensed apprentice under an electrical contractor, and plumbers need four years at 1,900+ hours each. An HVAC technician doing the electrical connection or the condensate and make-up water piping can land inside either regime. |
