Utah splits fire sprinkler regulation between two agencies: the State Fire Marshal issues individual certificates of registration at four technician levels for inspecting and testing automatic fire sprinkler systems, and the Division of Professional Licensing issues the S370 Fire Suppression Systems Contractor license that a company needs to contract for the work. The Master Technician level requires NICET Level III in Inspection and Testing of Water-based Systems.
| Requirements | Utah Administrative Rule R710-5-4 provides that no person shall engage in the inspecting and testing of automatic fire sprinkler systems without first receiving a certificate of registration issued by the State Fire Marshal as required in Section 53-7-225.5, exempting the authority having jurisdiction performing acceptance testing or compliance inspections and building owners performing additional periodic inspections beyond the required annual inspection. The applicant selects one of four technician levels. Technician I must pass a written examination on wet pipe sprinkler systems, antifreeze sprinkler systems and standpipes and complete the manipulative skills task book. Technician II adds a written examination on dry pipe, deluge and preaction sprinkler systems, combined dry pipe-preaction systems, fire pumps and water storage tanks. Technician III adds a written examination on water spray fixed systems, foam-water sprinkler systems and foam-water spray systems. Master Technician must have successfully completed and be certified as NICET III in Inspection and Testing of Water-based Systems and complete the task book; that NICET III credential also waives the initial written examination. All certification examinations are open book, allow only the statute, the administrative rule and the applicable NFPA standard, carry a two hour time limit, and require a minimum grade of 70 percent. The application must be accompanied by proof of public liability insurance from the certificate holder or employing concern showing at least $100,000 per incident and $300,000 total, and no certificate is issued to anyone under 18. On the contracting side, the DOPL published contractor classification list includes S370 Fire Suppression Systems Contractor; DOPL states that specialty contractors require a 25 hour pre-licensure course, a general liability insurance certificate with minimum coverage of $1,000,000 per incident and $2,000,000 total, business registration with the Utah Division of Corporations, a federal EIN, and workers compensation coverage or a Labor Commission waiver. |
| Reciprocity | Split between Utah's two credentials. For the Division of Professional Licensing Fire Suppression Systems Contractor licence issued under Utah Code 58-55, a discretionary licensure-by-endorsement route exists: DOPL's 'Endorsement to Utah: Contractor' document provides that an applicant who has held an equivalent out-of-state contractor licence for at least one year in good standing may apply for a Utah licence by endorsement under Utah Code 58-55 and 58-1-302, with a complete application, fees, licence verification, proof of insurance and workers' compensation, and, for classifications requiring it, the Utah Business and Law course and examination; a 50% common-ownership continuity requirement applies to business entities. That document is general to all DOPL contractor classifications and does not name fire suppression specifically or list which states are rated equivalent for it. For the State Fire Marshal's Office Fire Sprinkler Systems certification (Technician I-IV and Master Technician, covering testing and inspection), there is no reciprocity: the Fire Marshal's fire sprinkler systems and fire suppression systems pages describe the four-level technician examination programme in detail and make no mention of reciprocity, endorsement or out-of-state credential recognition. |
| Renewal | R710-5-4 provides that original certificates of registration are valid for one year from the date of application and are renewed annually for one year from issuance, and that every holder of a valid certificate must take a re-examination every three years from the date of the original certificate. The re-examination is an open book examination for each level of certification, mailed to the certificate holder at least 60 days before the renewal date, focused on changes in the last three years to the adopted NFPA standards, the statute and the adopted administrative rules. |
