Oklahoma licenses individual elevator mechanics, and no one may install, service, repair, alter, remodel or maintain an elevator or conveyance in Oklahoma without an elevator mechanic's license issued by the Oklahoma Department of Labor, which also licenses elevator contractors and three classes of elevator inspector and registers elevator apprentices.
| Requirements | Under OAC 380:70-5-2, no person may work as an elevator mechanic to install, service, repair, alter, remodel or maintain any elevator or conveyance without a valid elevator mechanic's license from the Department. An applicant qualifies by documenting not less than three years of work experience in the elevator industry in construction, maintenance and service or repair, verified by current and previous employers licensed in Oklahoma or in a jurisdiction with a substantially equal program, plus satisfactory completion of a written examination administered by the Chief Elevator Inspector on the referenced codes, standards and the Act. Alternatives include certificates showing passage of the mechanic's examination of a nationally recognized elevator training program such as the National Elevator Industry Education Program or its equivalent, or certificates of completion of an elevator mechanic apprenticeship registered with the U.S. Department of Labor Bureau of Apprenticeship and Training or a state apprenticeship council. A restricted mechanic's license limited to transport platforms may be issued to a person the Chief Elevator Inspector judges to have sufficient training and experience with transport platforms. Elevator apprentices must register with the Department under OAC 380:70-5-4 and document enrollment in a U.S. Department of Labor recognized elevator apprentice program. Under OAC 380:70-5-1 an elevator contractor's license goes to the sole proprietor, firm or corporation, which must employ licensed elevator mechanics, carry the required liability insurance, and designate at least one but not more than two responsible parties who hold and maintain the required training credentials. Under OAC 380:70-5-3, witness and special inspectors must meet the current ASME QEI-1 standards and have at least one year of experience designing, installing, maintaining or inspecting elevators, escalators and other conveyances; certificate inspectors need two years as a licensed elevator witness inspector plus passage of the written elevator inspector examination given by an ASME accredited certifying organization. No inspector license may be granted to a person who also holds an elevator contractor's or elevator mechanic's license. Temporary elevator mechanic's licenses valid for 30 days may be issued during a disaster, act of God or work stoppage when licensed personnel are unavailable. |
| Reciprocity | OAC 380:70-5-2(b)(5) provides that an elevator mechanic's license may be issued, without examination, to an individual holding a valid elevator mechanic's license from a state having standards substantially equal to those of the Oklahoma Elevator Safety Act, upon application and payment of the required fees. |
| Renewal | Elevator mechanic's licenses, elevator inspector's licenses and elevator apprentice registrations are each valid for one year and expire on the last day of the month of initial issuance; the Department notifies mechanics at least 60 days before expiration. Credentials not renewed on or before the expiration date become invalid and are subject to late fees and renewal fees. Under OAC 380:70-5-7, renewal of every license granted under that subchapter is conditioned on evidence of completing not less than 8 hours of instruction on the Act and the referenced codes and standards, attended and completed within the year immediately preceding renewal; the 8 hours need not be continuous, and the Chief Elevator Inspector approves the continuing education providers. A licensee prevented by temporary disability from completing the course may apply for a waiver. |
