Anyone reading a national "HVAC license by state" table should treat the Washington row with suspicion: the state regulates the work through two other trades, and a technician who assumes a single HVAC credential exists will apply for something Washington does not issue.
| Requirements | WASHINGTON HAS NO SINGLE "HVAC LICENCE", AND THIS IS THE MOST MISUNDERSTOOD THING ABOUT THE STATE. HVAC and refrigeration work is regulated through the ELECTRICAL and PLUMBING certification systems rather than a trade license of its own. THE ELECTRICAL SIDE: the HVAC/refrigeration system specialty (06A) is an electrician specialty certificate issued by the L&I Electrical Program, earned as a registered electrical trainee under supervision. A general journey level (01) electrician certificate, 8,000 hours with at least 4,000 in commercial or industrial installations, covers the work without the specialty limitation. THE PLUMBING SIDE: work on an HVAC/R system may ALSO require plumber certification under chapter 18.106 RCW, depending on the piping involved. So the honest answer to "what do I need" is: it depends on what you install, and a technician doing full system work may need certification under BOTH chapters. Federal EPA Section 608 certification applies separately to refrigerant handling, as it does in every state. |
| Reciprocity | There is no HVAC reciprocity because there is no HVAC certificate to reciprocate. An out-of-state technician applies through the electrical out-of-state examination route and, where the work requires it, the plumber certification program. |
| Renewal | Renewal follows whichever certificate is held. An electrician certificate, including the 06A specialty, requires 24 hours of continuing education with 8 hours of code update and 4 hours of RCW/WAC review. Plumber certifications require no continuing education. |
